Here's the deal: you can only change your profile picture by connecting your account to Facebook. No Facebook, no new pic.
From my experience, linking to Facebook is the only way. Changed my pic last week, and it updated instantly.
You need to link your 8 Ball Pool account to Facebook. Once linked, it'll use your Facebook profile picture. Just change it there!
