Honestly, Steam doesn't really want you changing regions willy-nilly due to various licensing and currency issues. Sure, if you've moved, update your details, but don't try to game the system for cheaper prices. Valve's pretty smart about catching that sort of thing.

Just be in the country where you wanna shop and have a local payment method. Steam does the heavy lifting if you've got those covered.
