You need to hold a direction (usually back or down) for a few seconds. Release and press the opposite direction with an attack button to unleash the charge move.

Been playing MK2 since it dropped! For charge moves, just hold back/down for a few secs, then hit forward/up with the attack button. Worked every time for me!
