Chatting in GTA Online is pretty straightforward! If you're on PC, just press the 'T' key to bring up the text chat box. Then, type your message and hit enter to send it. If you wanna voice chat, make sure your headset is connected, and press 'N' to talk. Console players can access text chat through the game's phone feature and for voice chat, just make sure your headset is on and you're good to go!

Honestly, I barely use text chat. Voice chat with a good headset is the way to go. Feels more like you're really in the game, you know?
