Actually, Isabelle's advice is pretty vague. Best bet is to focus on planting more flowers and trees, keep your island clean, and add outdoor furnitures. Worked for me ?!

To check your development (or island rating) points in Animal Crossing: New Horizons, you gotta chat with Isabelle at the Town Hall. Just hit her up and select 'Let's talk island evals'. She'll spill the tea on your island's current rating and give you tips on how to boost those points!
