Use the C key on your keyboard or the Start button on a controller. Easy peasy!
On PC, press the C key to bring up your menu. If you're using a controller, the corresponding button is usually Start or another face button.
Hit the C key if you're playing on PC; on consoles, it's usually mapped to one of the face buttons. Happy adventuring!
As someone who's played Undertale a zillion times, I can tell you to hit C on your keyboard or the designated menu button on your console controller.
