Go to Settings, then Account Management, and click on Account Information. Your region will be listed under Country/Region.

Sign into your PlayStation Network account on the PlayStation website and check the Profile section for your region info.

Your region is set during the initial account setup and can't be changed. You might need to create a new account for a different region.
