Not sure why everyone makes a big deal outta this. Riot's site has all the info. If you're in the wrong region, hit them up. They can change it for you - sometimes.
LOL just play a game, man. Usually, your ping will tell you all you need to know about your region. High ping? Probably not your region.
Check the Riot Games website under your account settings. It's the most straight-forward way. Trust me, done it.
