To chest bump in The Sims FreePlay, make sure your Sim is at least a Teenager. Then, start a friendly interaction with another Teen or Adult Sim and select 'Chest Bump' from the list of interactions. Have fun bumping!

I remember doing this when my Sim was a Teen. Simply initiate a friendly interaction and pick the 'Chest Bump' option. Works like a charm every time!
