Go to the 'Kreate a Fighter' mode, make your character, then save and exit. Your fighter should show up in the character select screen!

Easy peasy! After creating your fighter, save them and you'll find them at the end of the character list.

Just make sure you save your custom character. From the character select screen, scroll to the bottom where your created fighters are listed.
