Find a location, hit up the survey point to scout it, kill all the zeds around, and then hold 'Y' (or the equivalent key on PC) to claim it. Easy peasy!

Clear an area, and as long as you have enough influence, claim it from the map screen. Done and done!

To claim an outpost, find a suitable location (usually marked on your map), clear out any zombies, and then interact with the claim point. Requires enough influence points though!

Look for the house icon on the map. Go there, wipe out zombies, and hit whatever button it tells you to claim it!

Claiming an outpost is as simple as clearing the area and having enough influence. No influence, no outpost!
