I had the same issue! Disabling the 'V-Sync' option in the settings and switching to 'Windowed Mode' really helped my game run smoother.
Hot take: Maybe just reduce the unit sizes. Total War is still amazing with fewer soldiers on the field!
Start by updating your graphics drivers and closing any background applications! Also, try lowering the in-game graphics settings, like shadows and unit detail.
