In Fallout 4, clearing rubble isn’t something you can do with a specific tool or button. Most of the time, rubble is part of the permanent environment. However, if you're trying to build or modify your settlements, some debris and small objects can be cleared by going into workshop mode and selecting them for removal. Keep in mind, though, large piles of rubble that seem like they're blocking something usually can't be moved.

Honestly, if it's in a settlement, just hit that workshop mode and start scrapping anything that lights up. Not everything can go, but you’d be surprised how much stuff you can clean up. Outside of that, you're pretty much looking at the scenery, so enjoy the post-apocalyptic aesthetic!

You can't. Big rubble piles are just part of the scenery. Bethesda didn't give us a magic shovel to clear them away, sadly. Best to pretend they're not there and work around 'em.
