You'll see two buttons - click the one that says 'Delete Web Browser Cache'. Just for good measure, hit 'Delete All Browser Cookies' too. Close the settings, and voilà, a fresh browser awaits!

Honestly, I never bother clearing it. Steam's pretty good at handling its own browser stuff. If it ain't broke, why fix it?
