Honestly, just embrace the consequences! Undertale's designed to make you regret that genocide run. But if you must, delete and reinstall.
On PC, you can delete the save files in the Undertale directory (usually found in %localappdata%/UNDERTALE), or use the game’s reset option if available.
Had to do this myself. On PC, hit up %localappdata%/UNDERTALE and delete everything. For consoles, wipe the game off and re-download.
