How to Clear Warframe Texture Cache
Easy peasy! Go to the Warframe launcher, click the little gear icon (settings), and there's an option to 'Verify download cache.' Click that bad boy, and it will clear the texture cache for you.

Simple solution: Open the Warframe launcher, hit the gear icon, and then click 'Verify' under the download cache section.
You don't need to bother clearing the texture cache unless you're having issues. Warframe manages it pretty well on its own.
