You can use grappling hooks if you have soldiers with the proper equipment, like the Spider Suit. Otherwise, ladders and pipes are your best bets.
Just click on the rooftop if there's a ladder or pipe leading up, and your soldier will automatically climb up. No ladder? Look for climbing vines or use a grappling hook if you have one!
