How to Climb Hills in Animal Crossing
To climb hills in Animal Crossing, you need to get the ladder! You don't start with it, though. You have to unlock it by progressing through the game. Basically, keep playing until Tom Nook gives you a bridge construction kit. After placing the bridge and helping to build homes for new villagers, Nook's Cranny will upgrade and you'll then get a recipe to make the ladder. Craft it, and voilà, you can now scale those hills and explore even more of your island!

Just get the ladder, lol. Seriously, just play through the game, follow the tasks from Tom Nook, and he'll eventually hook you up with the DIY recipe for it. Easy.
No ladder = no hill climbing. Keep playing, follow the main quests, and you'll unlock it. Trust me, I spent way too much time trying to parkour my way up those cliffs before realizing I just had to be patient.
