To climb ladders in Spyro: Ripto's Rage or the Reignited Trilogy version, you need to first learn the 'climb' ability from the NPC Moneybags in Autumn Plains. Once you have this ability, simply jump onto the ladder and use the action button to climb up or down.

You can't climb ladders in Sunny Beach until you have the climb ability, which you can get from Moneybags in the second homeworld.
