To climb ledges in Animal Crossing, you need to get a ladder! You'll unlock the ladder as you progress through the game, specifically after upgrading your Resident Services building. Tom Nook will then give you a recipe to craft it. Once you have the ladder, just equip it and press A near a ledge to climb up or down.
