If you really wanna close it, just sign in to your Microsoft account, go to 'Your Info,' and find the option to close the account. It's a bit of a pain, but it works.

You can't just close the Xbox Live part; you have to shut down the whole Microsoft account. Tough love, but that's how it goes!
