You need an army to settle ruins. Once there, select the settlement and click on the colonize button. Easy peasy!

Make sure your army's lord has enough troops and a healthy stack of units before attempting to colonize, or you'll just be asking for trouble.

Just select a ruined settlement with an army and click the colonize button. It's that simple. No army, no colony.

Remember to keep an eye on your treasury because colonizing costs money and reduces your army's strength, so plan wisely.
