Just interact with the NPC by pressing the designated 'Interact' button (usually 'E' on keyboard or 'X' on controller), then choose the command you want from the dialogue options!

You can't actually command NPCs directly like in some other games, but you can interact with them to get useful items or hire them to follow you.
