To complete a legacy in State of Decay 2, you need to finish your leader's legacy mission. Choose a leader (Sheriff, Builder, Warlord, or Trader) and follow their unique missions to the end. Once you complete the final mission, you'll finish the legacy and can start a new community with special boons!

It's simple: just finish your leader's legacy mission. Pick a leader, follow their missions, and you'll get there.
I've completed all the legacies! You just need to finish the story missions for your chosen leader. My personal fave is the Trader legacy because of the sweet boons you get in the next playthrough!
