Just talk to Isabelle a lot and do what she tells you. Flowers, fences, and getting more folks to move in. Easy peasy.

Honestly, I just spammed my island with a ton of furniture and it worked. Also, don't forget to add bridges and inclines, those help a lot!

I think the whole KK project thing is overhyped. Just enjoy the game at your own pace. He'll show up eventually.
