Hot take: Just grind adventure mode over and over. The Zen Garden plants seem to drop more frequently there. It's a bit monotonous but hey, it works.

Honestly, I just kept playing, and before I knew it, my Zen Garden was full. The key is to play through different levels and modes since there's no one way to guarantee a drop. Adventure mode was my go-to. Also, investing in the Stinky the Snail and the Golden Watering Can really speeds up the process!
