To nuke your Undertale save data like it never existed, on PC, go to C:\Users\[YourUserName]\AppData\Local\UNDERTALE and delete the file named 'file0' and 'file9'. Don't forget to also delete the 'undertale.ini'!

On consoles, you'll need to dive into the system settings. For example, on a PS4, go to Settings -> Application Saved Data Management -> Saved Data in System Storage -> Delete. Find Undertale and ZAP! Delete all of its data.
