Coming from someone who did this way too many times: turn on your console, hit the sync button on the Xbox (next to the memory card slots), then on the controller (near the bumper). Lights should circle and then lock in place.

First, power on the Xbox 360. Then, press the small sync button on the front of the console. Next, press the sync button on the controller (near the LB button). The lights will flash and then stabilize when connected.
