Just press and hold the PS button and the Share button on the controller until the light bar starts flashing. Then use a USB cable to connect the controller to the new PS4 and press the PS button again. Voila, you're connected!

From personal experience, the simplest way is using a USB cable to connect your PS4 controller to the other PS4. Once connected, press the PS button, and it should sync up instantly. I've done this several times, and it works like a charm!
