From my experience, you should hold down the PS and Share buttons until the controller blinks. Then go to your PC's Bluetooth settings, select 'Add Bluetooth or other device,' and choose 'Wireless Controller.' Worked like a charm for me!

Just use a USB cable. It's way easier and more reliable.
