Make sure you have the latest drivers installed for your Xbox 360 controller. You can usually download these from Microsoft's official website if Steam doesn't auto-detect it.

You can also connect it wirelessly! You'll need a wireless receiver for Xbox 360 controllers, then sync it by pressing the sync button on both the controller and the receiver.
