From my experience, you'll need to manually connect the Control Room to your base using the Habitat Builder's modules like tubes or hallways. It's not automatic!
Insert Control Room, add a tube, done.
Just attach the Control Room to your base using the same method you use for any other room鈥攃orridors or tubes. Make sure you have enough titanium!
Get your Habitat Builder, select Control Room, and then attach a corridor to connect it to your base. Simple as that!
