Make sure the controller has batteries, then plug in the receiver to the PS3 and press the sync button on both devices.

Just connect the USB dongle to the PS3 and press the sync button. Should work right away!

I had to reconnect mine last week. Just plug the USB receiver into the PS3, then press the sync button on both the receiver and the guitar controller. Takes a few seconds, but then you're good to go!
