Just connect the external hard disk to one of the USB ports on the front of your PS3. Make sure it's formatted to FAT32 or it won't be recognized.

I鈥檝e done this a bunch of times: Format your hard disk to FAT32 first. Then, just plug it into the USB port of your PS3, and you'll see it pop up under 'Video,' 'Music,' or 'Photos.'

Why not just use a USB flash drive? It鈥檚 simpler and works the same way for most needs.
