Buy a MHL cable and connect your phone to the Roku TV through the HDMI port. It's old-school but effective.
You actually do need some sort of network connection to link your phone with Roku TV.
You can use a mobile hotspot from your phone if you don't have WiFi. Just enable the hotspot and connect your Roku TV to it!
