I've done this myself: Plug in your PS4 controller to the PS3 with a USB cable first, then go into 'Accessory Settings' and 'Manage Bluetooth Devices' to scan. Disconnect the USB cable once it's recognized and then proceed with the pairing. Worked like a charm for me!
