You have to sync it like you would with a PS4. Connect the PS4 controller to the PS3 with a USB cable, then navigate to Settings > Accessory Settings > Manage Bluetooth Devices on the PS3. Follow the prompts to complete the pairing, then you can disconnect the cable!
Just use a USB cable to set it up initially, then navigate through the PS3's Bluetooth settings to connect it wirelessly. Easy peasy!
From experience, if you connect your PS4 controller to the PS3 via a USB cable first and then go to Accessory Settings > Manage Bluetooth Devices on your PS3, you'll be able to pair it wirelessly without much fuss. I did this with mine and it worked like a charm!
Tbh, just use a USB cable. Simpler and avoids any hassle.
