It's really easy: plug your USB drive into the USB port on the PS3, and your content should show up under the 'Video', 'Music', or 'Photo' tabs in the XMB.

Just plug your USB storage device into one of the USB ports on the front of your PS3. Then go to the XMB menu and navigate to the 'Video', 'Music', or 'Photo' section, depending on what you're trying to access. Simple as that!

I've done this loads of times! Just connect your storage media via USB, then use the XMB menu to access the files under 'Video', 'Music', or 'Photo'.
