I do this all the time! Turn on the controller by pressing the Xbox button. Hold the sync button for a few seconds till it flashes. Then, on Windows, hit Settings > Devices > Bluetooth & other devices, click 'Add Bluetooth or other device' and choose 'Bluetooth'. The controller should appear in the list—click it to connect. Simple!
