You can't directly connect a Steam account to PUBG on Xbox. They function separately because they run on different platforms. You'll need to build your progress separately on each platform. I've been through this myself and hoped for a way, but no luck!

You can't connect your Steam account to PUBG on Xbox because they're different platforms, sorry!

Man, I wish we could link our Steam and Xbox accounts for PUBG, but it's not possible right now.

Unfortunately, you can't link your Steam account to your PUBG Xbox account. They are treated as separate entities.
