Alright, first things first: you need to enable the console in the game. On PC, press F3, then F8 to unlock the mouse, and uncheck the 'Disable Console' option. After that, just press Enter to open the console and type 'unlock [blueprint name]' to learn whatever blueprint you need. Happy building!

I've been there! Just enable the console by pressing F3 and F8, then type 'unlock Seamoth' or whatever blueprint you need. It worked for me every time.
