To craft the High Capacity O2 Tank, you'll need a Standard O2 Tank, 2 Glass, 4 Titanium, and a Silver Ore. Head over to the Fabricator, and you'll find it under the Equipment section.

First, make sure you already have a Standard O2 Tank, then gather 2 Glass (made of Quartz), 4 Titanium (easy-peasy to find), and 1 Silver Ore. Go to the Fabricator and voila, high capacity O2 tank!
