From my experience reading the manga, you'd need to have an insane level of strategy, strength, and a lot of friends with powerful Quirks. Teamwork makes the dream work, after all!
Controlling All For One? Well, good luck with that! Maybe try taking a leaf out of Shigaraki's book and build up your own army of villains first.
