Honestly, just reinstall it on the new PC. It's faster and you avoid potential issues.
Did this recently! Copy the 'PUBG' folder from Steam\steamapps\common\, paste it into the same location on the new PC, then start Steam and 'install' PUBG. Steam will recognize the files and you'll be good to go.
Copying games can be tricky. Just use Steam's backup and restore feature. Backup PUBG on your old PC and restore it on the new one.
