Sorry, but you can’t craft a shield in Minecraft for Xbox 360. Shields came in the 1.9 update, which Xbox 360 never got!

Can't do it on Xbox 360, mate! Shields are a feature of newer versions of Minecraft that the Xbox 360 never received.
