To craft Marine Armor in Fallout 76, you first gotta unlock the plans. These can be a bit elusive, as you can find them either through completing specific quests or by looting them in the world. The easiest way, albeit a bit of a grind, is to check out treasure map locations or visit vendors at Harpers Ferry or Watoga. Once you have the plans, make sure you've got the necessary crafting materials and a high enough Armorer perk. Then, head over to an armor workbench, and get crafting!

You're gonna need the plans first. Got mine from a random drop. It's all about luck sometimes.
