To craft the Secret Service Jetpack in Fallout 76, first you gotta grind for Gold Bullion. After you're rolling in Bullion, head over to Vault 79 and talk to Regs. He's the guy with all the fancy gear. You'll need to buy the Secret Service Armor plans and then the Jetpack mod for it. Remember, it's not cheap! After buying the plans, gather up all the materials you'll need like stable flux and other crafting components. Then, just use an armor workbench to attach the jetpack mod to your Secret Service Armor. Voila, you're ready to soar!

Short answer: Earn Gold Bullion, buy the plans from Regs in Vault 79, collect materials, and craft it at an armor workbench. Not as simple as it sounds, but totally worth it.
