Crafting spell books in Terraria isn't like your usual crafting. You don't make them from a crafting table or anvil. Instead, you need to find or buy Spell Tomes from the Wizard NPC, who appears after you've defeated your first Goblin Army. Once you have a Spell Tome, combine it with certain items at a Bookcase (which acts as your crafting station for this purpose). For example, to make a Water Bolt spell book, you'd combine a Spell Tome with 20 Fallen Stars and 10 Souls of Night at any Bookcase.

lol you dont craft them like minecraft. go find a wizard dude after beating some goblins and buy a spell tome. then slap that tome with some stars or whatever the spell needs on a bookcase. boom, magic.
