To make Stimpaks, just hoard every Blood Pack you find like it's the last bottle of Nuka-Cola. Seriously, those things are golden. Then mix with Steel and Antiseptic at any Chemistry Station. Easy.

Crafting Stimpaks in Fallout 76 is easier than finding a clean toilet in the wasteland. First thing's first, you need to grab the 'Pharmacist' perk under Intelligence to unlock the ability. Then, gather up Antiseptic, Steel, and Blood Packs. You can find Antiseptic in various medical supplies or from creatures like ticks. Steel is basically everywhere - look in scrap. Blood Packs are a bit trickier; you can find them in medical facilities or from bloodbug enemies. Once you have all the ingredients, head to a Chemistry Station, and voil脿, you're a walking wasteland medic!

Honestly, just trade for them. Crafting's a chore and I'd rather spend my time launching nukes at random parts of the map.
