First, you need to defeat the Ropalolyst on Jupiter as it drops Wisp's main blueprint. Then farm the required components by completing various missions: Neuroptics from the Ropalolyst again, Systems from Rotation C of Disruption on Ganymede, and Chassis from Rotation C of Disruption on Io. Defeat the Ropalolyst on Jupiter for the main blueprint, then farm the parts from Jupiter and Ganymede Disruption missions. Simple but grindy!

Got mine by taking down the Ropalolyst on Jupiter and grinding Disruption missions for the other parts. Took some time, but worth it!
